California lawmakers are considering a proposal to increase the state’s tobacco tax from 87 cents per pack to $2.87. Proponents of the tax hike estimate it will raise $1.5 billion in the first year. This new revenue estimate relies on a narrow and shrinking tax base. As residents quit, switch to lower-taxed alternatives, or purchase products from out of state, deficits will grow and the state will be forced to find new ways to fill the revenue gap. READ MORE

It’s entirely possible to see advantages of using ethanol without believing it should be mandated, just as it is possible to see the advantages of having a health insurance policy without supporting Obamacare. Respondents to the survey consistently favored the choice of charter schools and school vouchers.
