Article V allows state legislatures to call a convention of states to propose constitutional amendments.
Dr. Barry Poulson is Emeritus Professor of Economics at the University of Colorado. Dr. Poulson is the author of numerous books and articles in the fields of economic development and economic history. His current research focuses on fiscal policies and constitutions. Dr. Poulson is also an Advisor to the Task Force on Tax and Fiscal Policy of the American Legislative Exchange Council (ALEC), as well as co-founder of the Balanced Budget Amendment Task Force (BBATF).
