Article V allows state legislatures to call a convention of states to propose constitutional amendments.
Neal Schuerer is executive director at Campaign Constitution where he communicates with state elected officials and policy leaders to advance the cause of state initiated constitutional reform. Mr. Schuerer previously served a two-term Iowa state senator.
